Millerstown Borough Council
Meeting Minutes
December 1, 2025
Those in attendance: President Rob Shipp, Vice
President Kevin Hertzler, Council members Rich
Fegley and Donna Showers. Mayor John Kerns,
Secretary Karen Knellinger, Plant Manager Jared
Wagner and Operator Brycen Little. HRG
Engineer Isaac Underhill, Solicitor Bill Dissinger
and Zoning Officer Tim Reilly.
President Shipp called the meeting to order at
7:00 pm.
Public and Private Concerns

The minutes from the regular meeting were
emailed and reviewed. Vice President Hertzler
made a motion to approve the minutes as
presented. Councilmember Fegley seconded the
motion. Approval was unanimous.
The bills/receipts/expenditures were reviewed
and discussed. Councilmember Fegley made a
motion to approve the minutes as presented.
Councilmember Showers seconded the motion.
Approval was unanimous.
Councilmember Tim Ritzman joined the meeting
in progress at 7:04pm
Street Committee Report
Chair Fegley asked if everything is ready for
possible snow tomorrow. Jared advises plows
and spreaders are ready. The Riverview
Cemetery representative said they did a good
job plowing in the past.
Sewer Committee
Jared advised the level sensor in the wet well is
having issues again and it was just replaced last
month. Envirep will be coming back out to check
it and it should be under warranty.
Water Committee Report
The new water meter for the Elementary School
has been delivered and should be have been
installed on 11/29. Jared will follow up. Dye
testing is needed for 41 N Market Street to
establish if water and sewer services previously
existed. The homeowner needs to make the area
safe before this can occur.
A rebuild kit for the chlorine meter at the
reservoir was purchased and they hope to have
it done next week.
Finance Committee Report
The final budget was presented with no changes.
Councilmember Ritzman made a motion to
approve the 2026 final budget as advertised.
Councilmember Showers seconded the motion.
Approval was unanimous.
Solid Waste Committee Report
No report from Chair Showers. President Shipp
advised Webmaster Reilly the link to the CCD
website did not work from the website
millerstown.org. He will fix it after the meeting.
The trash will picked up one day late for
Christmas and the New Year holiday.
Solicitor’s Report
Solicitor Dissinger prepared Resolution R2025-
04, fixing the tax rate for 2026 as 1.2514 mills for
general and 0.31285 mills for fire, making it
revenue neutral for the anticipated County
property tax reassessment. Councilmember
Showers made a motion to accept the resolution
as presented. Vice President Hertzler seconded
the motion. Approval was unanimous.
The ordinance for a sewer rate increase of $10
per quarter will be effective on January 1, 2026
and will need to be properly advertised and
presented at the next meeting. Vice President
Hertzler made a motion to authorize the Solicitor
to properly advertise the ordinance.
Councilmember Fegley seconded the motion.
Approval was unanimous.
Engineer’s Report
Isaac advises no land development plans to
approve.
The sewer bid package for the rehab project was
uploaded to PennBid and an advertisement to
be placed in a local paper. The bid opening is
December 18th with an award recommendation
for the January Authority and Council meeting.
There are several additional steps for the EPA
grant. HRG understands their level of
involvement needs to be minimized in order to
qualify as a bidder for the project.
Zoning Permit
Zoning Officer Reilly advised two permits for
November; rooftop solar, 804 Poplar and a deck
and inside improvements for 5 N Market.
He has been receiving several phone calls about
renting 705 East Sunbury Street, the old medical
center. The inquired uses are not allowed in the
current
Zoning Permit cont.
property zoning. He will confer with Solicitor
Dissinger to draft a letter to the owner advising
of permitted uses and the mandatory zoning
permit. He would also like to have more clear
map drawn for the zoning, the existing map
dated somewhere in the 80’s, is very difficult to
discern.
Mayor’s Report
Mayor Kerns received over 200 votes to remain
as Mayor. He will accept another four year term.
Old Business
Per Solicitor Dissinger, the sewer line at 51 N
Market Street can be retapped and a new
tapping fee would not apply. However, the actual
connection fees, permitting and use of a
Borough approved contractor will be mandatory
if a new line will be connected.
New Business
The meeting schedule for 2026 was presented
with the first Monday of the month at 7:00pm
with the exception of September, which is the
second Monday in observance of the Labor Day
holiday. Councilmember Ritzman made a motion
to accept the schedule as presented and
advertise. Vice President Hertzler seconded the
motion. Approval was unanimous.

January 5th at 7pm.
